F-4EJ and F-15J

I know that Japan operates these two fighters in the air defence role. The F-15J is front-line and the F-4EJ is the back up. In all the info I have read, it says they use AIM-7E/F and AIM-9P/J. Now, that the AAM-3 is in service, they use the in place of the AIM-9, but why do they still use AIM-7E/F. Do they not use the AIM-7M. That is the best Sparrow variant out there. The AIM-120 should also be included in there load-outs. Does anyone know why they use AIM-7E/F, instead of AIM-120 or at least AIM-7M?
