If a person has relations in the US he could give their address and ask em to courier it to him when they get it.That’s how I get new sims, otherwise it takes em upto 2 months before the original cds make it to Pakistani stores.Course the pirated ones are available but they come with the usual caveats so I preffer the above method.

Yeah, as redgriffin said, it is stand-alone.
Although it is not released outside of US yet, Simware (Belgium-based) have some copies so that may, or may not, be quick for people outside US to order from:

Stand alone it’s a sequel duh! I pre ordered mine a day before the release, will get it within a week or so.
