Fuel Air Explosive

See below the effects of Fuel Air Explosive. Is there an ethical element involved in the use of FAE ?

If not why was it not used by the Indians in the Kargil crisis.? Being an area weapon aiming would not have been required to be precise, also in a low oxygen environment, it would have played havoc with Dug in defenders.

Wouldn’t this have been an ideal weapon for the USAF to use against Al-Qaeda fighters hiding in caves as the vapour cloud would easily penetrate deep before igniting?.

What are previous combat experiences with this weapon ?
