How to solve India's aircraft inventory problems

We all know that Indias vast inventory is a logistical nightmare, but how would you goa bout solving this problem?

Why not scrap the Mig-23’s, seing as their pretty useless in the interceptor role and they have ample Mig-27/Jaguars for the strike role.
Scrap all the Mig-21’s, save those undergoing Russian upgrades, seeing as they are falling out of the sky like dead birds and they have a pilot shortage. also they will not be needed in the lead in fighter role with the introduction of the Hawks.
