You have been called in by the Bolivian government to help rebuild their military powers, since you are the expert on aviation, you are tasked with providing all the best options for the military in this area, but there is a problem.
Bolivia now has major powers turning their eyes to this small country for it’s resources. China, Russian and the US are starting to realise there is a hidden treasure here. But don’t hope for all the best stuff. The region has become unstable politically with years of corruption many citizens are starting to turn on their governments and governments are turning on one another and on top of it all, you still have to counter the drug smuggling problems. Bolivia’s new President has announced that he will regain his countries lost territory and take back their coastal ports that have been apart of another country for far too long.
What you have to do with your budget of $US5B is provide all the services with enough equipment to effectively engage; hostile citizens without killing them, hostile enemy aircraft trying to subdue your forces ability to make war anddrug smugglers who think that now the country is at war the governments eye will not be watching them.
You have to look at what the military already has and if possible, use it to save your money for other needs. The only down side is the regional politics that the US has placed on you, thus no latest and greatest planes or missiles from them at least 😉 China is offering you a range of equipment at a very low price and are willing to gift new ground radar systems should you opt to buy their equipment. Russia are offering up to two new sqdn’s of Mi-171’s if you buy there equipment and they have reasonable prices. Brazil is making a play in the market as well with a team up consisting of Embraer/ LMASSAand HAL of India (India standing to gain an export customer for their equipment and will make a profit out of this deal, the same with Argentina). The US are offering token equipment from their vast storage area, their price is not cheap but the finance is available and what is more, they are offering to help fight the drug dealers and calm the citizens down by opening a base in the country.
Explore all the options and even some that are not there, find a solution to the Bolivian military aviation crisis and help them make the best decissions.
