Hypothetical maintenance question

A hypothetical question say for a country like Peru lets imagine they discovered huge amounts of natural gas/oil and had the money to purchase fighters. Would it be easier and faster going from Mirage 2000-P to Rafale’s or from Mig-29A/SE to Su-30 MKM type Flanker? I’m talking about full 22 aircraft squadron including maintenance and weapons training mixed into the equation. The training would be provided by the seller in either France/Russia at first and then setting up training in Peru.
