IAF in the new millennium

Hi, with the Indian AF going for more SU-30s and even looking at the Rafale, what do you think would be the best composition of various types of a/c for IAF in order to crush the PAF in the next Indo-Pakistani war? And I mean finish them off once and for all, not just whoop them and then let them run away crying, as in 1965 and 1971?
Keep in mind India’s limitations with regard to fereign exchange etc when answering.
