Ideal Composition Of the Indian Air Force

Folks,

IAF(Indian) is the fourth largest air-force in the world. It flies quite a few type of aircraft :
Mig 21
Mig 23
Mig 27
Mig 29
Mirage 2000
Jaguar
Su-30MKI

All of the above amount to about 30-35 squadrons. It wants to have 55 squadrons to fight an air wars on both the eastern and western front.
The Indian Air Force has a strength of 1430 combat aircraft.

Say if you had authority to plan out for the above how would you have like to structure the air force ?
