Identity and purpose of this please ?

As a resident of the historic forum normally i asked there first but we could’nt come up with anything. I wondered if you guys might be able to shed some light on the identity of this Tornado and the purpose of the raised position its in.

Reprint date on the photo is sept 99 so thats no help and i can see its an early model as no pods under nose. But also it is wearing a pair of Hindenburger wing tanks, something not done untill reasonably late on in the life of the aircraft.
