if Kazakhstan or Russia had to retire the Flanker or Foxhound which should it be?

between the two and they had to retire one?
perhaps more likely with Kazakhstan as it might be easier to consolidate on one of them. a MiG-29 and MiG-31 force, or a MiG-29 and Su-27/30 force?
