I ask this question as our standards keep changing- what was acceotable in WWII say the fire bombing of Dresden, Berlin, or even the Blitz against London would today be considered War Crimes. So why was eg. the US bombing against Iraq not a war crime. It killed many more people than Slobodan Milosevic’s forces ever did.
