Kick the West's butt

Picture this:
A so-called “third world/non-aligned/developing/pariah” nation is tired of dancing to the tune of the US or NATO or Western interests, and is also tired of seeing ‘rebelling’ countries ‘crushed’ by joint Western military air campaigns. It wants to fight, and do some real damage to the West’s/US ego.
The leader of this nation has assigned YOU as military advisor, and it is YOUR job to devise a strategy to this end, including equipment acquistion, training of personnel, and tactics to be used in the ‘confrontation’.
You have approx 3 yrs to prepare, with a defence budget typical of such a nation.
Based on what you know of how the West conducts joint military ops, how would you take them on in combat, and make a real dent (barring nuclear/biological/chemical weapons)?
