NPO Mash is offering the Yahont-M in combination with the Kondor-E targeting satellite. Russian officials are offering to sell high-resolution satellite data to program the Yahont missile for land targets or even turn over a complete Kondor-E satellite with a radar designation targeting system.
The space-based targeting combination is being offered for export “to countries that lack the over-the-horizon targeting capability” required to operate the Yahont.

from the first link it appears PRC has purchased the Kondor
tech for its own RORSAT in 2006 and plans to use it for OTH
targeting of task forces via Moskit/Klub/Sunburn/C-8xx.
for India I think the soon to be launched Cartosat-1 and Cartosat-2 would generate the imagery & contour data needed to deploy Yakhont-M against land targets. but a RORSAT isnt in the works
as far as I know…like buying this tech or leasing a couple of
Kondors…perhaps the threat not being the USN has something
to do with it and they plan to go on it more slowly than PRC is
forced to do now.
Anyway, a force of 200 heavy fighters Su30MKK + J8 armed with
a couple of supersonic ASMs and given target data by Kondor-clone and protected by say 150 Su27/J10 can be quite a handful
