Latest Anti-Radiation missiles and the US monopoly

The US is studying a new version of the HARM and I’ve seen pictures of the German ARAMIS project. I’ve heard of a potentially new ARM version of the Meteor. Is this an actual project? Can anyone give new iformation of the status of the ARAMIS project? Moving along, I have the impression that the US has flooded the market by providing HARM missiles to its allies. Has the US “captured” this market? Where does France stand with its AR Martel? Where does the UK stand with its ALARM? And finally, do we see any new countries acquiring this capability?
