Launch mode of anti ship missile

The common knowledge is that to be able to launch a missile at target the operator need to know the bearing of target , range to target , may be enemy speed as well :rolleyes:

Harpoon can be launch without knowing the range to target

An alternative launch mode is called BOL (Bearing-Only Launch). In this mode, the missile is launched in the general direction of the target, and its radar activated from the beginning to scan for the target in a +/- 45° sector in front of the flight path

my question is : is the bearing only launch mode is the the special characteristic of Harpoon or any anti ship missile can do that :p how about excocet , NSM
another question : The RGM-84A’s folding wings and fins flip out immediately after exit from the launcher because of the command from it’s computer or because it have a spring
