This meter is on EBay (not by me) and is rather intriguing.It seems to have two pointers, one black possibly capable of being set by the central screw slot and one white perhaps indicating a speed above or below the set speed which is presumably set by the orange knob and indicated by the small “sub” scale.
Does anybody recognize it or have any idea about its use, please?
