Make a splash-screen for fs9

I would like to find a software which may allow me to make splash-screen.

Somebody please correct me if I am wrong, but can you not just replace C:Program FilesMicrosoft GamesFlight Simulator 9Uiresdlgsplash.bmp with an image of your choosing?
