Making your "neutral" air force.

alright, your nation, 15 years ago fought a war with nation B. it was a tie basically and both sides returned to their original borders and tensions cooled down but there’s still mistrust.. your country however has became ecnomically successful however military wise it has taken a beating.. your airforce currently uses F-5’s for point defense, MiG-27s for ground attack, L129’s for training and also some light ground attack, Yak-30s for basic training. Helicopter roles, utility is done by UH-1s, heavy lift by Mi-8s, attack by AH-1As, maritime by Mi-14s. During the war with nation B, the US and Russia screwed you over big time by not giving any spares or support which resulted partly in the heavy losses and tough time fighting..after the war they resumed spared and support.

Your enemy uses some Mirage 3 as well along with MiG-23s and Su-22s for ground attack, their helicopter force are Mi-24s and Mi-8s, the army uses a mix of M60A3s and T-62s. air defense is with ZSU-23s, SA-4s, SA-6. Their economy limits them to just keeping their current weapons and best they can do is upgrade programs.

your country wants to take advantage of this by replacing almost all of your weapons so you’ll have a definite eclipse over your enemy and perhaps an attack!..

Your country wants to stay as neutral as possible and avoid purchasing from US and Russian sources as they let you down in support from before.. although this does somewhat limit what you can buy.. however the enemy is stil obsolete.. you put up some competitions and here are the bidders so which would you choose?
