MiG-23 useless ?

Much has been written regarding the Beka valley events and how the syAf lost many floggers in a turkey shoot against IAF
but was the Mig-23 really useless if operated in large numbers with good GCI support ? as it was designed to do in a european envoirment

if you are a soviet commander how wud you employ your mig-23s to get the maximum benefit of the type
