Mig-29 new w/upgrade a good buy?

Are the newer versions of this aircraft when bought new AND upgraded with avionics from a third party (to include a decent BVR radar) so that a western pilot doesn’t puke, still a cheaper and EVECTIVE buy when compared to buying a Mirage2000 or F-16 (new not rebuilt or lease)??
I would really like some opinions from people that have a better grasp on this than I do. I like the aircraft, but I don’t see why the Russians don’t sell it (Good Radar, GPS, ability to take western air to ground ordanance, and of course western readouts and a nice big HUD, [ I don’t want much do I? ]) ready to go right out of the box. I am talking the whole package ready to go.
