According to a russian media source (http://lenta.ru/news/2006/07/24/foxhound/ if you read Russian) Mikoyan offers refurbished Mig-31s to India, Lybia and Syria.
The a/c are from RusAF storage and will be refitted to the Mig-31E export standard (IIRC this standard involves an avionics downgrade)
What’s interesting is that Mikoyan offers to accept the old Mig-25’s as part of the payment. I can’t think of why they’d do that, considering that the Foxbat airframe is mainly steel (no valuable alloys there).
