I have been reading about more huge overuns in the EADS programme. Why is it that so many aerospace projects massively exceed the original budget costs on which tenders are awarded? Why, as with some constuction projects, are penalities not imposed if budgetary targets are not met?
Of is it an inevitable corrollary of the complexities of aerospace development?
