Reading the document in the link it seems some of the ‘non-conforming’ valves were made as recently as 2009 so, presumably, the current operators of Pegasus and Mercury engines already rely on recently manufactured small batches and it isn’t, or hasn’t been in the past, prohibitively expensive.
I suppose the real question is: what proportion of the recently manufactured small batches of exhaust valves turned-out to be ‘non-conforming’?

Interesting read. I suspect that this may a be part of the problems Vintage Wings of Canada are having with their Swordfish, and possibly the Lysander as well. Hence them being for sale (sadly out of my price range). Sodium filled Exhaust valves are still manufactured by several car manufacturers, so they are still made. A small batch though. Who know what that would cost?

Would it be hugely expensive to make new ones?

Having read the entire document, I’d be very surprised if it isn’t affected, whereby it doesn’t have to be a big deal to comply with.
Be warned though, if you happen to fly a Gloster Gamecock or a Hawker Audax, these are mentioned in the document as having the Bristol radials to which this directive applies…
