Otto Aviation Celera 500L- Potentially Military?

Anybody have info on this one? One report states that it is “intended as a passenger airplane able to fly long distances from small local airfields.” Not sure, though, if there might be any potential military or intelligence-gathering applications. And the prop looks far too small, at least to me…
