Over-wing AAM rails?

Why do only the Jaguar and Lightning use over-wing position for missile rails? – what are the advantages and disadvantages?

I would have thought they make a lot of sense as dedicated AAM rails, or for carrying non-disposable items like ECM pods?

(Obviously with the advent of stealth this debate is a bit moot for future designs).
