Peruvian Mig-29 info

Hello all
Does anybody know if Peru upgraded their early model Fulcrums? I have some general questions about mainly Peru’s and Chile’s air force. Does Peru’s air force have the funding to give their pilots 200 or 300 hrs. Does anybody know how long it took the West Germans pilots and ground crews to get adjust to maintaining the A model Fulcrums? Is four to six years about the right length of time it takes to train combat pilots? Thanks
