By far the cheapest is the free ones! GOTO Microsoft site, search for the Powertoys, then Image resizer. It really is great for the job. It’s algorithm is totally satisfactory for Web use, or to Email piccies without clogging up their inbox. Download is very quick, and it’s Microsoft.
Image resizer is used without even opening the file. Select it in Browser, right click, select “Resize Pictures” (1024 x 768) and it saves another file with same name, suffixed ‘Copy’.jpg

I use this for the Emailing of pictures to family etc. For web use I use the “Save for Web” option in Photoshop….primarily because I’ve been messing with it in Photoshop anyway.

edit…for info, for upsizing I now use “Genuine Fractals”. A plug in for Photoshop. I’ve just upsized from 167 ppi (It was a massive crop from an image) to 600 ppi, used the GF tools and it’s sharp enough to cut a steak! Great tool!

You will find a few other Powertoys there too. I have the Taskbar magnifyer, the Alt-Tab switcher and the Tweak Ui thing (which I don’t really use)
