Problems of the F-35

I have just a question about the F-35 🙂
Three armies want the same fighter (USN, USAF, USMC).
That’s not easy. And, more, this fighter has to be stealth and VTOL. Isn’t it too much for the same fighter ? I mean, for ground attack you need a second crew member (for the missiles). But there will be no two-seaters F-35. The speed is restricted to Mach 1.6 wich is not much…
More, VTOL capacity induce weight penalty (even for the non- VTOL type)…

So in brief my question is : stealth+multirole+VTOL isn’t it too much for the same plane ?
