Question about anti aircraft rocket of any type

Trying to apply a little logic to the fact that aircraft are shot down by both Sams and some type of anti aircraft rockets, why not do this.

When a squadron of attack aircraft are assigned to attack some target probably protected by Sams, included a few aircraft that carry rocket defense systems instead of bombs. They would carry a device that would be released that would have both radar reflectors, and heat flares all in one device. The Sams would go after these decoys instead of the planes since they would display both characteristics of of an airplane.
