Strange idea it was – an amphib ESTOL. Capable of landing in your neighbours pool I guess; what a show that would’ve been at your local church’s BBQ!
Was the USN response to the USAF Hiller X-18 if I remember correctly. Was really a twofold ESTOL concept, one based on vertical lift, the other on the coanda effect. Btw it had the same problem as the V-22 today – it couldn’t t/o or land in conventional mode because of those huge (175in diam) propellers. Ahja, and it never actually flew.

Ok, so it is a Kaman K.16B. I have to admitt I have not got a clue what that is.
Judging by the very short wingspan and somewhat oversized engines, I would guess it is an idea, or proof of concept, of a skimmer. A skimmer is a ‘kind of’ aircraft, design to carry great loads at high speed, flying in ground effect over sea.
