R-60s on PVO interceptors

Many pictures of PVO soviet interceptors in the 80s show them carrying R-60(AA-8 Aphid) dogfight missiles.Clearly these planes (mig-25/31 and su-15) were not designed as air-superority fighters,so why did the soviets arm them with these weapons
