radar, AAM vs ground, moving targets

is it possible for a fighter to lock, attack a moving ground target with it’s air to air missiles ? ( iam not talking about missiles that have air to ground mode like AIM-9X block iii, CUDA or T-3 but normal radar guide missiles like Aim-120, Meteor or R-77)
if it cant then why? ( i mean long range air to air missiles are guide by radar, INS, 2 way data link, ( AIM-120D even have GPS) so if the ground target is stationary then obviously the missiles can be guide to target location by INS and data link, if the ground target ( a car) is moving at 50-80 km/h then it will have doppler effect radar return thus can be detected by missile radar no different from an air target.
another question :what exactly the different between a monopulse radar and a pulse doppler radar ?
