Reactions time of SAM , CIWS system and future of aircombat

first question :why the reaction time of SAM ,CIWS is much longer compared to hard kill counter measure on MBT ? (like 10-100 times faster) SAM , CIWS have much bigger radar ,bigger computer so shouldn’t they processing information much faster than the defensive system on tank ?
for example :
Kashtan CIWS
6-8 sec reaction time. Kashtan-M: 5-7 sec (3-6 sec according to other sources).

second question
since the computer on tank able to react so fast , do you think it it possible to program fighter to be able to automatic maneuver away from incoming bullets ray if the systems detect bullet got too close and pilot unaware of that (because it impossible to know when enemy open fire )? (assume that aircraft have IR or radar sensor cover 360 degree around it and a central computer)
