RNoAF buys 4 C-13J

The article in VG states that the governing parties of Norway has decided to buy 4 Hercules whithout the usual bidding process.

Since USAF has agreed to giving up manufacturing slots, deliveries will begin in 2009.

I wonder if this a/c can be reconfigured as a tanker ?
