Of the eight MiG-21s sent to Israel for upgrades, only four arrived back to its air force. From my point of view Cambodia wanted MiG-21 upgrades because they just want to show it off to the Vietnamese and the Thais.
But one Vietnamese Su-27 or RTAF F-16 could easily wipe the entire Cambodian fleet, but will Cambodia purchase new fighters for its air force?
If they do I think the MiG-29 would be the best choice.
