Royal Flying Corps Medal

Turned up a WW1 victory medal stamped on the rim to a Lieut T F Davis RFC
He is listed in the 1918 RAF list as an Admin officer.

Question is why is the medal stamped ‘RFC’ on the rim and not RAF
