Royal Navy Type 4x: Delays and Program Setbacks

This voting thread is part of the fictional Type-4X exercise where the members here design a warship via committee, designed to be a future combatant for RN working alongside Type-45 and new carriers etc. It’s an exercise in what we would build if we were in charge of RN planning, not what we think RN will do. You have a choice of program setbacks, please pick three choices in order of preference and make it very clear in your post.

A. French want to join and make an order of 10, total cost of program to the Royal Navy increased by £1 billion, delayed by 3 years, French eventually order 2 ships.

B. Economic recession. Royal Navy is given a choice of halving the number of ships or scrapping a newly built carrier.

C. New government comes into power, wants to build ships in a different part of the country that may or may not be in his/her constituency, program costs increase by £2 billion and program is delayed by 1 year.

D. Workers go on strike over pay, program is delayed by 4 years and costs increase by £500 million.
