Russian GPS jamming gear

The US administration has accused Russian companies of selling “GPS jamming” gear to the Iraqis.
I didnt know such stuff existed, but it sounds like a potentially devestating form of ECM.
Does anyone know more about this gear, or even what frequency the GPS signal broadcasts on??
