S-300 speed missile

I have found some doc on the S-300 PMU2 and its last generation missile the 48N6E2 and they say that the missile has a max speed of 3000m/s ( Mach 9 ) .

Is it possible even at high altitude for a missile ( 25/30 KM ) to reach this so high speed ?
