I seriously doubt whether a 14 year old boy would have enough stamina to flap his arms continuously for the required period of time.

…or do you have some certain plan to send someone to try that, and you seek moral acceptance?
…becouse otherwise I dont see any reason for it, even if some of so young migth be up to it…

Because you need to be 17 to hold a PPL or 18 to hold a CPL :rolleyes:
