Sorry to bring up the topic again

Im sorry to bring the VJ back again .. but i have found the interesting articles from the Press conference with Yugoslav ministar of deffence … most of the thing said didnt suprise me, and most of the equipment types that he said were needed didnt suprise me either … except one … He mentioned amongst things needed and things that they are looking into a “Long range missile system” … WHAT. I think this is not a good idea . It would only make VJ look more of a threat not only to neighbours but the NATo as well… since there are quite few basses around.. Plus there are better things to do with little money yugoslavia has …

So my questions is….. what could they be looking at??? What do you think they mean buy the therm “Long Range”? … from all i know the best in VJ right now is up to 300km?

Yugoslav Defense Minister Says New Doctrine, Army Reorganization Priorities

Belgrade, 21 Feb: Yugoslav Defense Minister Slobodan Krapovic said today that the ministry’s priorities were to adopt a new Yugoslav defense and military doctrine and to reorganize the Yugoslav Army (VJ).

Speaking at a press conference, Krapovic said that the draft defense doctrine had been worked on for six months, and that the prerequisite for its adoption was the endorsement of a set of laws in the field.

To adopt the doctrine, national and state interests and goals must be defined, as well as the strategic concept of defense, an attitude towards safe integration and alliance, the material and financial prerequisites for the functioning of the defense system, the jurisdictions of the state bodies in managing the system, and the role of the defense system in safeguarding the fundamental principles of democracy, Krapovic said.

He said that the project for the new doctrine had won the support of the state leadership and that it would be presented to the public soon.

The Defense Ministry and the VJ General Staff, he said, are working on reorganizing the VJ, which will encompass a considerable reduction of the peace and war time forces, rendering them more professional.

They believe that the peacetime forces could be reduced by 30 to 40 per cent, so around 60 percent would be professionals. The project would necessitate state-of-the-art weaponry, so that quantity is made up for with quality.

Krapovic said that the reorganization of the army would not affect its defense function. The number of troops would be cut down through the organizational and formation reforms, with 60,000 to 80,000 positions replacing around 110,000 formation positions.

Krapovic said that the army’s priority in development was to strengthen and modernize the air defense missile units, the units for electronic reconnaissance and anti-tank operations, as well as special units and services and long-range missile systems, and to modernize and rationalize the system of command at all levels.

He said that these modifications would require changes in the legal regulations on the VJ, and noted the Army’s problems with funding.

The federal budget had set aside 57.8 billion dinars for the VJ in 2001, but, considering the actual situation in the country, only 37.1 billion dinars would be set aside, which is 6.12 percent of the estimated GDP.

Krapovic said that the damage done to the military industry during the NATO aggression was estimated at USD 1.2 billion , and added that most of the capacities are “gradually being restored to an operational function”.
