soviet fighter regiments

As far as i know a typical soviet fighter regiment has 35-45 aircrafts
Is this estimate correct?
According to world airpower journal VVS had 14 regiments equipped with fulcrums by 1989 and 40 regiments of PVO and VVS were equipped with floggers(MF/ML/MLD/MS).
Based on this we could estimate that 400+ fulcrums and 1200+ floggers were operational with the soviet airforces in the 1989-90 period.
What do you guys think is this a reasonable estimate?
