stealth fighter and BVR missile

Is it easier for stealth fighter like F-35 and F-22 to evade missile like R-77 , Aim-120 , meteor ( as they have much smaller RCS from any angle compared to the 4th gen fighter may be the missile seeker unable to lock on ? )
was the R-77M canceled ? if no , which have longer range R-77M or MBDA Meteor ?
why the F-22 , F-35 only have Chaff and flare , why dont they have towed decoy to fool enemy missile ? like the 4th gen fighter
the new russian missile seem to be quite potential too ,it seem that the new RVV-BD can kill fighter with G load up to 8 G with 200 km range , but why dont they use a ramjet on that thing ?
can the NCADE be used against fighter any time ? or at least interceptor like the mig-31 (caused this thing also go fast and high )? , it seem that the new missile only have stronger rocket motor , kinetic warhead but they still have same booster and wing so can they do what the old Aim-120 do ?
