You look up said network, contact them and ask if they’d be interested. My guess (from experience) is that unless the footage is of unique and outstanding interest then they wouldn’t take it.
I submitted some footage of news interest to a local broadcaster years ago, they used about 30 seconds on the news and paid me about £70.
