surface wave over the horizon radars

Does anyone have some free literature about the abovementioned subject? Just the basics – what are the advantages and disadvantages of such radars, what frequencies they use, what sort of resolution and precision they have for a given frequency, how large the emitters have to be for a given frequency, etc etc. Even a link to a website would be helpful, though i’ve tried googling for that but to no avail.
