The Discoverer 2 satellite radar is the answer. If fielded, this satellite constellation would be able to track moving targets to within 1 foot in “spot mode”. A JDAM type fire and forget bomb could be uplinked to a satellite and guided to a specific moving target. The AESA radar on Discoverer 2 satellites can also spot stationary structures or vehicles to guide numerous bombs to different targets with a 6 foot accuracy.
Of course, this system would be no 1 on an enemy’s list to jam or disrupt with computer attacks. Protecting it would be vital, and expensive.
