The Maritime Strategy, was it sound?

A question going out to Tom in particular, what did former Secretary of the Navy John Lehman hope to accomplish with this contingency plan? Specifically, the intention of using long range carrier aviation to attack the outskirts of the Soviet Union, I don’t know about you but this sounds like a very expensive and risky plan to base on a handful of A-6Es and other aircraft, what was the payoff for bring such modest firepower to bear in a backwater theatre like the Kola Peninsula? Was the A-12 needed to make this plan even feasible?
