Tornado's Emitter Locator System vs. RWR

I’ve been searching the internet in vain for some detailed info on the Emitter Locator System installed on Germany’s and Italy’s ECR Tornados. Can anyone tell me if and how this system differs from a standard Radar Warning Receiver, and why the UK never decided to adopt the ELS?
