Transiting @ PHL

Hello there!

I am transiting through philly on my way to LGA in January, can anybody advise as to wether I will be able to go into philly with having a 5 hour wait in between my connecting flight back to the UK?

Any help would be appreciated, also has anybody on here been to PHL or flew with Chautauqua Airlines who are doing my PHL-LGA leg?
