It says this error had resulted from inadequate altitude checks by the crew.
One of the basic checks when flying an ILS approach, cross check your distance and your height at the final approach fix and outer marker. False glide slopes can be present above the true glide slope but should be easy to spot if the checks are done.

Spectre of false glideslope emerges in Bishkek 747 crash
[The] 747 began to descend on a 3° slope in parallel to the genuine glideslope, […] the crew did not realise that a safe landing from an altitude of 3,400ft – over 1,300ft above the airport elevation – would have been “impossible” from a distance of just 1.5km.
Nor did the crew, it says, notice that the glideslope indicator on the primary flight display was set in its lowest position, signalling a large deviation.
As the aircraft descended it overflew the entire runway until, at the decision height of 100ft, the captain opted to execute a go-around owing to an absence of visual ground references.
But the go-around mode, with take-off thrust, was only activated at a height of 52ft. In the process of executing the go-around, the aircraft struck the ground 900m beyond the end of the runway and 60m to the right of the extended centreline.

FDR badly damaged but contain data
Memory modules have been removed from their protective casing and the inquiry team has been able to restore the link with the flight-data recorder and read its information.
The Interstate Aviation Committee says the flight-data recorder contains details of the 16 January accident.
It is still working, however, to restore connections to the cockpit-voice recorder.

Check Daily Mail online, I cannot link it here. One pilot was walking around the crash afterwards, but later died in hospital.
Reminds me of an accident in California when a friend had a fuse trip on the outside of his house, got shocked when checking it, walked inside and upstairs and dropped dead.

Sad news, R.I.P. Not an old plane at 2003.
